The Honmaru - inner citadel area sits on top of more great stone ramparts and the area surrounding them is the inner moat.
Part of the inner moat includes the Hasuikebori or Lotus moat which separates the public part of the gardens from the Imperial residences. I guess this is very beautiful when the Lotus blossoms are in flower.
Fujimitamon (the defense house) on top of the ramparts, is a type of donjon built for both defense and decorative purposes. It was also used as an armory.
Since the Nishihanebashi was originally a drawbridge, the name remains. This is one of the few entrances to the inner citadel over the moat.
